The Monitor Devices, Inc./Intercircuits, Inc. site sits in Wall Township, New Jersey. The facility made printed circuit boards from 1977 to 1981. Operators dumped wastewater containing heavy metals, solvents, and corrosive acids onto the ground behind the buildings. That practice contaminated groundwater, soil, and sediment. EPA added the site to the National Priorities List in June 1986.
Twelve contaminants of concern have been identified across groundwater, soil, and sediment. Groundwater contains 1,1-dichloroethene, 1,4-dioxane, arsenic, carbon tetrachloride, copper, cumene, tetrachloroethene, and trichloroethene. Soil contains arsenic, chromium, and chromium(VI). Arsenic contamination also appears in sediment.
EPA selected in-situ bioremediation for groundwater cleanup in 2005. This approach injects non-hazardous additives that help bacteria break down volatile organic compounds. Treatment began in 2010, and concentrations of those compounds have been declining. During that work, EPA found 1,4-dioxane, which bioremediation cannot address. In September 2023, EPA approved an additional method called in-situ chemical oxidation with permeable reactive barriers. This places injection wells across the path of groundwater flow and fills them with reactive material that destroys 1,4-dioxane as water passes through. That treatment is planned to start after bioremediation wraps up, which is anticipated around 2025. For soil contamination at Operable Unit 2, EPA selected no action in 2006, and construction at the site was completed in September 2011.
Human exposure is currently under control, meaning no unacceptable pathways exist for people to contact contamination. Groundwater migration has been stabilized, and there is no unacceptable discharge to surface water. Physical construction is complete for the entire site, but the site has not yet achieved readiness for anticipated use because cleanup goals for current and future land uses have not all been met, or required land-use restrictions are not fully in place. One business was operating on-site as of December 2024. A five-year review completed in December 2022 confirmed that ongoing actions continue to protect public health and the environment. The next review is estimated between June and August 2027.
