The Harris Corp. Palm Bay Plant sits on 310 acres in Palm Bay, Florida, about three miles from the Atlantic Ocean. Harris Corporation and Intersil Corporation have operated manufacturing facilities on the property since the 1950s. EPA added the site to the National Priorities List (NPL) in 1987 after groundwater contamination from past operations was discovered beneath the facility and a nearby well field. The site remains on the NPL, though physical construction of the cleanup is complete and the site is ready for its anticipated uses.
Groundwater is the only affected medium. EPA has identified 27 contaminants of concern, including volatile organic compounds (VOCs) such as trichloroethene, tetrachloroethene, benzene, and vinyl chloride, plus metals including chromium, lead, mercury, and arsenic. The contamination is divided across two operable units: Operable Unit 1 for groundwater and Operable Unit 2 for source control areas.
Cleanup began in the 1980s with pump-and-treat systems. Harris Corporation, as the potentially responsible party, deactivated those treatment systems starting in 2000 and 2002 and shifted to monitored natural attenuation, a process where contaminants decrease naturally over time. Groundwater is sampled regularly, and annual monitoring reports go to both EPA and the Florida Department of Environmental Protection (FDEP). Institutional controls, including restrictions on new wells in the area, are in place to prevent contact with contaminated groundwater.
EPA has determined that human exposure is under control. The contamination stays within the site boundary and does not affect the public water system used by nearby residents and businesses. Vapor intrusion from groundwater into on-site buildings is not a concern. The most recent Five-Year Review, completed in April 2024, confirmed the remedy continues to protect people and the environment. The next Five-Year Review is scheduled for 2029. Groundwater monitoring will continue until contaminant levels meet cleanup goals.
The site has stayed economically active throughout the cleanup. As of December 2024, 13 on-site businesses employed 4,380 people and generated about $2.03 billion in annual sales.
